Frances has worked across sectors, focusing on children’s social care and the criminal justice system, with an emphasis on innovation and partnership-working. She is currently a Senior Associate for the Young Foundation supporting their work with communities tackling inequalities, as well as an Associate for Mutual Ventures and the Innovation Unit.
Frances was Deputy Chief of HM Inspectorate of Probation, before leading on work to improve services for victims, and community services for women offenders in the Ministry of Justice. She was Strategic Director for children and families at Catch 22, where she led on the Realising Ambition programme, working with Dartington Social Research Unit and the Young Foundation to help organisations replicate and scale services that prevent youth crime. Frances also steered the National Leaving Care Benchmarking Forum and Young Peoples Forum that support Local Authorities to improve outcomes for care leavers.
